Salvador Nieto, Associate Expert
Associate expert of IIJS and Expert in climate and environmental policies, with notable performances in public institutions, projects of various international cooperation agencies, and regional institutions. He has a deep knowledge of the climate and environmental management systems of the countries in the Central American region, including the Dominican Republic.
Currently, Mr. Nieto is an Associate Expert at IIJS, where he has collaborated on projects with development financial institutions in Latin American countries, focusing on climate financing and particularly on the topic of green taxes with an emphasis on carbon tax.
He has collaborated with UNEP as an international consultant for the project "Increasing the Ambition of Nationally Determined Contributions (NDC) and Climate Financing in Central America" (NDC-5 Project), with financial backing from the Green Climate Fund (GCF). The project will enable Central American governments to formulate and implement their Nationally Determined Contributions in long-term low-emission strategies resilient to climate change in the Central American subregion through a regional coordination mechanism for climate change, the conditions to meet the requirements of the Enhanced Transparency Framework, and the integration of climate agendas with biodiversity, economic recovery, and sustainable development goals. He also contributed to other initiatives of UNEP's Climate Change Unit in Central America, in adaptation and ecosystem restoration.
He served as Executive Secretary of the Central American Commission for Environment and Development, which is part of the Central American Integration System (SICA). In this position, he developed and implemented cooperation activities with CABEI, KfW, GIZ, IUCN, and GCF, including leadership in the regional proposal for the Central American Dry Corridor, the largest regional adaptation project approved by the GCF, involving all 8 Central American countries. Mr. Nieto positioned CCAD as a relevant partner in major international forums, significantly increasing the portfolio of partners, projects, and substantially improving the administrative and financial situation of the institution.
From 2010 to 2015, he was the Focal Point for the United Nations Framework Convention on Climate Change (UNFCCC). He has been a negotiator in environmental matters in major international environmental and climate change conventions, including the Cancun Agreement that created the Green Climate Fund. He was also the Operational Focal Point for the Global Environment Facility (GEF).
